I could be wrong but I thought the beta went public.
If you have the beta client you should be able to log onto the shard retribution and see the actual new content. Only Retribution will have SA content but you can log to all shards with the SA client.

Only thing in Open beta is the new SA client.. the SA expansion is still closed beta.

SA client is public ... CONTENT is not. That is still closed and under NDA.
