Has anyone gotten Exploding Tar Potions to do anything?

When I used one, I got a message, that the monster resisted the potion and nothing happened.
Bump because I am curious too.

I'm not sure if it is a hint or not though!
(Perhaps they are intended to slow the target down like the recent turkey effects and the sand in weald??)
