You get the masks from killing Killer Pumpkins in the fields. You must remove the small pumpkins so that the big pumpkins spawn (I use a horde minion, then release).
Or, you can say "trick or treat" to npcs and they'll give you candy. GM Begging gives you a better chance of getting some special items.
I think those are the only things for Halloween this year.
