They're from last Halloween's Grim Reaper Event that occurred across every shard. Using the in game UO time (at midnight), the Grim Reaper let loose red spawn that everyone killed summoning the Reaper himself in all the cemeteries in the land. Those spawn had a chance of leaving a ghoul statue of either color after death. Needless to say, that event is over and only through purchase may one get the items.
Halloween 2006. Was fun.
