Halloween deadline : was it midnight Pacific ?

I thought the deadline for Halloween was till the next maintainance but it is past midnight Pacific and before maintainance and "Trick or Treat" already does not work.

Perhaps it was timed out at Pacific Midnight of the 15th rather than at next maintainance ?
