The duration for GoR is Duration: 30 seconds (+10 seconds per Focus level). 1 minute cooldown.

I am unable to test at the moment, but wouldn't this mean GoR can be kept on forever w/ a level 6 focus?
10 seconds per focus level, 60 seconds addition + 30 seconds, and cooldown is only 1 minute.
Or does the cooldown begin when the duration begins?

Nope. The cooldown timer starts ticking down when the effect ends.
So with a level 6 focus you have 90 seconds of GoR, 60 without and then you can cast it again.
