thats one way to look at it. another way is im pretty sure gargoyals didnt originally get a head slot. thats why gargoyal armor has higher resists. no you cannot reforge jewels, you would need tinker runics. personally i like it that way. makes ephereal jewels at least somewhat useful, and artifact level loot jewels something to search for.

the stuff that loses 1 durability every 6 mins of active combat, like the rewards you can buy with points from covetous, or with putrid hearts from despise. because you cant reforge jewels that stuff can be useful, as an actual non-cursed loot jewel at that gear level might cost a hundred mil.
I guess you were thinking more necklaces and earrings. my point is gargoyals have enough stuff, i checked my gargoyal artificer ( with myst, i collect essence on him), and yeah he still has no head slot (glasses) because i made the suit before altering became available. there were complaints when altering came out that the resists of gargoyal armor werent lowered to account for the extra slot. An Extra slot! right there i think is enough for being able to deal with having no reforging for earrings and necklaces.
First thing i would do tho if you Could get a tinker runic to reforge with, burn it on cleavers and hatchets. what i would have given 5 plus years ago for ability for a val runic hatchet!
