I did a search for this with no luck sorry if it has already been addressed.Is it Intentional that these two shields cannot be smelted?

My guess is yes, there was an oversight. Similar reported oversights for Gargoyle equipment include:
* Gargish dagger cannot be used to play darts
* dual short axes are not recognized by the EC client as a resourcing item in the macro system
