[Discussion] Footwear that displays over Platemail Leggings

I have known about this for sometime but was curious if anyone knows.. why?

I have several sets of platemail leggings that will allow footwear to be displayed over top. Newly crafted, drops/looted or NPC purchased platemail leggings will cover all footwear graphics.

Just wanted to see if anyone has an explanation, have always been curious as someone recently was trying to sell a pair of these platemail leggings as a "RARE" and was asking an obscene amount.
