fizzling recall all the time now ?

according to stratics http://uo.stratics.com/content/skills/magery.php
it says if you have 38.1 magery, you will successfully cast fifth level spells 100% of the time.
On a char I have 47.6 magery and fizzle recall(fourth level) every first attempt, almost every second attempt and ususally the third time too. At this point I use one of the charges on the runebook to travel.

what gives ?

You are reading it wrong. 38.1 is the minimum skill required to cast 5th circle spells. If you plug that into the calculator, you have a 0.25% chance to cast fifth circle spells. At your skill you have a 59% chance to cast Recall, so there is a good chance you will fail. You will be able to cast Recall 100% of the time at 65.0 Magery.

Edit: The default value for the calculator is 100 Magery.

Having part of your magery skill from jewelry increases the fizzle rate as well.

My main crafter has 60 real magery skill and is GM with jewelry and his spellbook's bonus. When I take him dragon hunting most of his EV spells fizzle. My characters with real skill GM magery do far better at successfully casting EVs.
