2. amount of each fish in order tied to quest giver

I am not sure I understand what you are trying to say.

maybe #1 but the #2 has been said to be what level you are on that exact fish. level 1 = 5 up to level 4 = 20
you start on level 2 (10 fish of that type) for all fish and if you cancel a quest of that fish you can get a 5. also i think if you already have a quest of 10 in your boat you might get a 2nd quest at the same time that has -5 fish on that exact fish.

one of the guys that have been tracking quests might have data of each quest giver and the quest that they give- might give a pattern of fish from each quest giver.

quest giver A can offer 5 pike, but same time quest giver B can offer 20 pike and 5 snow crab.

I'm suspecting that you start out at 10, as stated... BUT...

That's the cap size.

IF you've dropped to 5 rated, you only get 5 fish quests for that type.
If you are 10 rated on a fish, you can get 5 or 10 fish quests for it.
If you are 15 rated, it's 5, 10 or 15.
If you are 20 rated, all 4 types are possible.

Ive never dropped or refused a quest and I get 5s here and there, mostly to Papua
