Fishing question

I can't find it anywhere on the internet, can white pearls be fished up in shallow waters, or only i deep?
And does your race and luck affect the chance of getting one?

Wow, I didn't know that - thought it had to be deep water. I wear 500-600 luck and am human.

Pearls are random. I get 0-5 on a 3 hour fishing trip. If you believe in sweet spots, I think they spawn in the same locations as sea serpents which are the same spots where gains are easy.
