Do you fish from the shore or do you have to complete the quest to go underwater?

pretty sure its from the shore i dont think u can fish once u've gone under the water

I know they are caught from shore for a fact. It is where I snagged mine a good while back.

Can not say if they also can be pulled in the Ararat zone or not, but I doubt it.

I have been able to fish in the puddles in the Ararat area right after that content launched but never got anything but normal dungeon fish. Have not fished there a LOT though and have not tried to fish there in quite while.
