Make sure you are walking off and not running. It should either let you off, or you just end up standing on the plank. Are there any other boats in the way?
Do you mean by rubberbanding, you are being shown actually getting to the shore for a split second and then bouncing back? If this is in fact the case, could you provide specific locations of where this is occurring? If it's everywhere as you appear to be saying, please still provide a couple of specific locations.

Your boat captain doesn't want you running on the deck lest you hurt yourself. He won't let you off till you slow down
