Are items labeled as such rare(?):


a table [Exceptional] <---yellow
Exceptional <---white

leather shorts [Exceptional] <---yellow (no double exceptional)

a broad sword [Exceptional] <---yellow
Exceptional <---white

and on old named heads, which ones can be locked down?

"the" must be in the top line as in The Head of Lord whatshisface

No problem, if you eve have any doubts about whether an item can be locked down or not successfully, all you need to do is lock down a container of any kind in your house and simply drop the item in question in the locked down container. If it stays in you are good to go. If it pops back into your pack no can do.
