Fencing mastery

i noticed this morning that the passive Mastery for fencing (disarm reduction) does not remain active.

Is it necessary to switch masteries daily for this to be active?

Or may be better resolved to make it an active ability where it stays on until you toggle the ability again.

So double click to activate and double click to deactivate
