Yes, and there is also a spellweaving spell that can put you into negatives (when used against you by monsters or players) as well.

Kenga, two that definitely do are:

Changelings (Weald & grove)
and Elf Brigands (which since ML occur in Malas and Ilshenar)

The Brigands to the west of Umbra in Malas, or all over the place at Compassion in Ilshenar, are the easiest way to find them.

You probably didn't notice that some event NPCs, as well as at least one type of Chaos Dragoon, now cast Chivalry spells, either.
