Faction Vendors

As those that read my other post know... I'm new to Napa and am curious if there is any faction vendors here atm? I'm in need of a bulk amount of blank scrolls.

With the current events, it is exceedingly hard to keep faction vendors up (city can change hands several times a day). Your best bet is to look in Moonglow as everyone seems to try to keep those going.
