If it was as simple and just turning it back on I'm sure it would have been done long before now. It's not.
A related and more-often cited wish is the return of the ability to look up characters and guilds. Indeed I'd go so far as to say it's likely the Faction board is related to the look up characters and guilds issue, subsidiary to and subservient to the broader concern.

It's clear that these once used and enjoyed bits of information are no longer a high priority for the team.
I completely disagree with you Petra. Any decent programmer could interface the character tables with a web interface in a day. It is NOT about the difficulty of the task, it IS about the priorities.
You are making assumptions.
I was told it was a simple process to integrate our items and hunter's guide database with our wordpress install.
It turned out to be so very far from simple that it hasn't been done and the only thing I could do in wordpress was link back to the old site where the information was stored.
I know of several FREE shards that have managed to integrate the same exact search function that was found on the UO website onto their own websites, hell, I have seen free-shards come up with their very own.. They're more than capable of adding search functions, they just don't want to..
