They have it already where you can not order your pets to attack anyone in the same faction as yourself, so the only way to get a pet to attack a faction mate is to have the pet be guarding you and be attacked.

Removing pets from pvp should be the case but ive heard of no plan on it in the near future leaving todays factions wide open for sneaky loopholes and safety nets.


Now you have pvp guilds joining the same faction just to make pets rendered useless. Until pets can be removed from pvp they should at least make them able to attack another player of the same faction.
