I assume you tried all the usuall ways to work a potion?
Have you also tried putting it on the floor and casting fireball onto it?
sounds like something that needs fire to work but just guessing

Hmmm....I wonder if thinking of it as a "sticky bomb" might help you come up with some ideas on how to use it.
