Drop my keys to go fight exodus and wind up in the room with another player who already has it at 10% Health. Just wasted the keys to not even have the chance to damage the boss?

Exodus entering other players Encounters?

Yeah here it is on UOGuide:

"If at any time Clockwork Exodus' Hit Points drops below 60%, additional groups will not be able to join the encounter. If Clockwork Exodus' Hit Points reach again to 75%, additional groups will be able to join. "
Seems like maybe that part is borked now.

Got into two fights now with the boss below half health by the time i got in and walked to the center of the room rofl. That's just a dumb scenario anyways. Any player could just dump 2 sets of keys to get in and loot gold? Lol, who thought this through. Did we not already have a system for allowing multiple teams to enter one instance (See Mondains legacy 9 years ago?)
Ah, it lets you drop the book if the boss' health is above 60%, and doesn't care after that point.

Ah, thank you for figuring that out, good explanation. Unfortunate check though, should give you the book back if it falls below before you get in or something. Just getting the gold isn't worth the hassle of getting the keys either so it really is a waste.
Just weird of the Developers to design a boss that Anyone can Join in on. I like the Idea of "Group Effort", but Not with Sharing Rewards for a boss that requires 31 keys for a full party to get into. When the boss is easily done with just a 2 man team.
I have seen a group come in after we had the boss dead and most of the gold looted.

Ok, got ya, It's broken and is still allowing players to use (burn/waste) keys, because the system is allowing the placement of the keys below the threshold. 
Corgul key generator is broken in a similar way. It allows you to drop keys and get a map good for sometime between 2 hours and 20 min. can be a waste.

Just drawing attention to the fact those keys are also broken. Yes they are easy to get, but Exodus keys can be had pretty easily. Get 3 or 4 people in a party and make sure everyone gets hits on the juggernauts and Captains. Multiple keys drop per kill, on many of them. Spend an hour or less and you will have 3 or 4 sets, maybe more.
