I think it may have been off, when they turned spawn off(which is back on), i would try to get again
Unless you've already completed it - I think you can only do it once per character?
You need to get the quest from the City Herald first (by clicking on him) and then do the quest from the newspaper.
thx all, it was (of course) my fault: the newspaper says "Quest Giver", so I double-click it. It opens, but it says "This quest is currently unavailable". I therefore assume that the quest is not available. But you simply have to click the NPC selling the newspapers, then a quest opens where u have to read them (= double click), then another click on the NPC opens the further quest chain.
