Trying to get back into the game--- making a concerted effort to play two days a week and was looking at doing the new quest/arc thing. Is there a write-up of it somewhere?

Part I generally doesn't give you anything you need for the other parts. In Part II, you need to do T-maps for some items that help you in Part III (and are probably now available for purchase if you need a short cut). Part IV are the town invasions which will last until September 28th.

To put it briefly, Part III is a quest chain of various items you need obtain and turn-in. Each item is it's own little quest. Here is a good walkthrough for Part III that will give you more in-depth explanation:
