Those who adhere to the code of conduct, but wish to tell their own stories and go their own way will probably be at best massively inconvenienced.

Serpent's Hold is not a town.My town (Serpent's Hold) is not even an option, so I guess I'll just sporadically help out all of the towns and see what calamity befalls me.

I spent hours cutting and sewing and they looked at me and said...*Well that's very nice of you to offer but what would I do with that?*

See that's one thing I didn't test and wanted to.the guard captains even tell you in one of there shouts that you shouldnt try to help all or you will become more hated. So like some have said you should have one town loyalty for one character. I started in jhelom and got up to respected while staying neutral in others. All I did was arrest rioters and put out their fires.

We need a new alchemy potion that acts like pepper spray. A lesser poison potion mixed with a "lesser" explosion potion. It would cause a weak poison cloud that would cause the rioters eyes to burn and thus be able to be captured. We'd get bonus loyalty points for "spraying" a protester that's not actually doing anything wrong.Kinda wish we could beat the protesters into submission instead of giving them stuff....

Good idea and that would work for most everyone. I would prefer an almost lethal form of getting them to submit. As it stands now I have to fashion a hangmans noose out of the rope they give me and drag their butts to jail. They eventually stop resisting, but would be an easier walk if they were already beaten into submissionhehehehehe
