Eval still affect with weapon spells?

I remember long, long time ago i had smseval warrior with 50% hit lightning weapon. Eval still works with it? And how much more damage is it?

Hit spell on weapons is locked at 80 Eval, no matter how much eval you have.

If you have 0 eval, hit spell is calc'd at 80. If you have 120 Eval, hit spell is calc'd at 80.
