The human Jack-Of-All-Trades bonus may help, but only if you have no (real skill) Arms Lore.
In that case, exceptional bows should get an extra 1% DI (ie: 36% DI). If you have GM Arms Lore, you'll get the full extra 5% DI (ie: 40% DI) anyway so it won't matter if you're human or elf.
