Ecru Citrine Rings

Why are the mods always so low on these. Even when i get lucky to get a nice ring, mods are at like 50% value most of the time (

I know with some of the jewelry with the other gems, the mods are capped at 75-90% intensity (at least according to uoguide). Not sure for ecru citrine rings since the page doesn't have that information.
