Dyeable metal armor?

I took a long, long vacation, and when I set about getting myself geared back up I started looking at other people's paperdolls for some idea of what's out there, and some things don't make sense.

I keep seeing things like Royal Leggings of Embers (which I believe only come in ugly orange) and Quivers of Infinity (which seem to be a beigeish) dyed colors they don't seem to naturally come in...violet hues and bright blues.

Was there a bug at some point, or is there a really awesome dyetub out there that i'm not aware of?

You can dye armor, weps, and arties now with pigments of tokuno

I presume these were limited run and no longer available?

You used to be able to get them by turning in 10 minors but cant anymore. Many people sell them but they usually go for a couple mil depending on how many charges it has on it.
You can use them on test center just say "give arties" and a box should pop up in your bank box.

Okay, no guarantee. But metal dying tub has been added to the game's database, and I seriously doubt there is to be a Phase 4 of the cleanup so what else would it be for?
