Dragonscale/Helm of wisdom??

Obviously something Ive missed in the past.

Is there a story to the Dragon Scale armor tunic, the Helm Of Wisdom, the 149 Dragon Scales that look like Blood moss, and the Sword Of The Dragon, all locked down in Deceits first 'Cell' on level 2??

Also the fact they are stacked on each other, rather as if someoone was sleeping in the cell....still searching for an answer...
