Double Exceptional Thigh Boots?

I tried to search for info posted previously on double exceptional items, but the search feature is maddening, so please excuse the topic.

I found these thigh boots with a curious title, and am wondering if they are of any sort of value or rarity. Noticed the graphic is also backwards. Not sure if the colour is of any significance either (probably dyed by the looks of it). The sash to the left is also 'of exceptional quality'.
