Is there a different way to get gold skulls now. I went to Victoria the Sorceress with a character that I've never taken to Doom before, but she doesn't offer the quest for the bones - just offers to sell supplies?

You've got another classic quest (Hag, Solen Matriarch, Solen Queen, Collector, Naturalist, or any of the now-defunct standard template quests) active. The gold skull quest isn't offered to someone with one of those quests active. Right click on yourself, and look at the view quest option, to see which one you have active (in case you want to finish it). These quests do NOT appear in the ML-style quest list.
