Does your chances of getting a colored bod increase with higher tailoring skill?

I know they do for certain with smithing, but I couldn't find info on it for tailoring. Basically, what I'm asking is: do I have the same chance to get a barbed large bod for example with 70 skill as I do with 120 skill?

At GM you have a better chance to get exceptional quality. But it has been a very very long time and I forget the numbers. Something like 15% exceptional at 70.1 skill and 35% at GM or better tailoring????
