Does Lower Mana Cost work differently with Mysticism OR

Does Lower Mana Cost work differently with Mysticism OR is this a Bug?

I have a 102 total for Lower Mana Cost (checked each piece for it's "value" and added it several times) and I'm still using Mana .... looks like a 40 mana spell is using 20 ....

Anyone know what the scoop is?

..... Lower mana cost has a hard cap of 40.....It works for everything, magery/chiv/spellweaving/necromancy/ninja/bushido/weapon specials/mystic all the same way. always capped at 40......
