Does elven quivers REALLY give you 10% damage increase?!?

I look on my stat bar and my damage on bows doesn't go up?

Never seems to do any more damage. I stood there shooting a friend with and without and the damage seemed the same.

On top of that, they seem buggy to me. Its happened to me twice that I suddenly stopped shooting arrows in the middle of a fight even though I had arrows in the quiver.

Say maybe ~5 fridays ago that was a 5 on friday question.

EDIT: jumped the gun ont he post button- I also meant to say that I forget what the answer was to the question, but I think it did have an effect
