Does cartography have to be on the char to dig a decoded t-map?

Some say yes some no. This will help me a lot in planning if I could find out for sure

Once the map is 'read', can Cart be stoned off and the map still dug up?

Once your Character decodes the Map, you can stone Cartography and THAT character can still dig up the chest.
I speak from VAST experience here.

ps. However, If you acquire a T-Map from a Vendor or friend that has already been decoded, you will need Cart on your Character to dig it up.
