Docks in Tokuno??

Was wandering through Zento the other day visiting my old house site and looking for vendors and came across new docks on the south side of the island. This was on Baja so I went over to Origin and checked... same docks... WTH?? When did this happen??

We've had them on Atlantic for a very long time. I'm not sure if they went in with the release of the High Seas, but it seems like it.
