I thought i read they would make this at some point, but I just logged in on my sampire and he got 50 necro and is still in vamp form.

Do you need 99 Necromancy to stay on Vampire form?

if you have been in vamp form since before the change you will not need 99 necro to maintain vamp form. However if u die then u will require 99 necro from then on to maintain vamp form, I know someone who has kept his vamp char with 20 necro, and just been very very carefull with what he does! might have to "accidentally" slip when firing my arrows if you know what i mean 
When you get discorded you drop out of vamp... even with 99 real nerco

what does vamp do ?
short answer: makes you pwn
long answer:HP leech, more Mana Regen, Stam Regen, Immune to most poison.
Vamp form is most commonly used to take out mobs and boss that drops a regular dexer in a few hits. If you are doing a lot of damage (enough to heal urself) and rarely whiff you can literally take out anything in game solo.
