do you have a good public rune library?

i used to play here 4 years ago. i remember the rune library over the bridge outside trinsic but its no longer there. anyone have a good idea where a current library exists?

theres one in luna, walk out west from the bank, then head up north.
its a small place up by the corner on the outside stalls of the inner city.
