DO I need to be an Elf

Hello, I was wondering if I need to be of the Elf Race in order to use the Elf tiles, walls and roof for my house? I have checked Stratics and could not find any stipulations, but hey, stranger things have happened.

nope - as long as you have the required expansion (mondain's legacy for most of the updated tiles, cept i think you need 9th anniversary for the shadow and crystal tiles) you can be human or elf and access all the tiles available with your expansion level.
