I have heard that they drop on the Forest Lord Champ boss (Lord Oaks) once in awhile - read this recently in a post on another forum (not sure which one though). Not sure how often they spawn.

Just checked UO Guide (should have looked first before posting

) and found the information you were looking for:

"A very small number of Lord Oaks corpses will contain a Dirt Patch, a highly sought after rare item. Lord Oaks and the True Harrower are the only creatures known to drop this item as loot."
