I'm confused too. I'm reading people are doing cloak quests and killing Shadow Lords. Are we up to that phase or are they playing Test Center?

Pub 59 brought us the shadowlords, and the ability to turn in the cloaks we got from them in Moonglow, along with the various threads, for one of 3 different cloaks.
The publish goes in, but we aren't told it is live. I guess I should know by now that once it goes in , it means it's LIVE.
