*DEVS READ* Something up with BODs?

I've been hearing a LOT of information that smithy bods that normally give a verite hammer are giving out vals.
Heartwood quest is dropping 2-3 heartwook kits per 60k boards.


Is this never ending problem with a patch (likely) from the dev team? Is it an intended glitch with SA coming out?
