This happened on Pac a while back. We paged a GM and guess what? Within 10 minutes all the extra webs were cleaned and she moved in the arena!
It seems to happen when the entire screen is full of webs- she has nowhere to spawn. So just page and say "Navery spawned behind a wall, please come and fix!" at least that is the page we made and they fixed it.

Thats one those issue never had problem with a GM not fixing with spawn behind walls. Thing is if it is one those uber GDs don't think the same one will popped out.
And on Narvey what is with the 10-15 minute or whatever long time on the respawn. Have her die and explode leaving eggsacks about. Have on a timer with them spawning into Trapdoor or Sentinal spiders to fill in the down time.
With the respawn time and the few hours wait for a GM to fix it I would call true UO dedication for those that waited it out.
