Deco in the SA Lich Area. How to pickup?

I started a spawn and noted a few of these item appear. I was unable to steal them. Is there something to releasing them? They just rubber band back into place when you drag them. Get a message you can not steal that if the target of using the stealing skill. Any info on these would be helpful.

some times a duplicate spawns and you can pick it up .
