Does anyone know of a script or program or can make one for CC that allows a debuff for deathstrike?

Normally scripts/programs are not allowed however surely if pincos UI for EC allow these debuffs, they're allowed for CC.

Player created UIs are allowed in EC and the information needed to make them is included in the EC documentation
UI enhancements for CC, other than UOA, can only be created by the developers. Please feel free to email them with your request. Discussion of, and requests for, illicit scripts and programs are not allowed on this network
