Is there any use for that? It can be found as a loot piece on Reapers and I read on UO Guide that it was once supposed to be a necro reagent. But now? Perhaps for a quest?

No known use that I have ever found. It and a few other ingredients were put in for a necro system that never made it to production, i believe the other ingredients no longer spawn but this one still does.

You can also still get Executioner's Cap from Whipping Vines! (Plant a Green Thorn in a swamp) :) :)
