The war between the banes has spilled over into ilsh right??

Well, my question is how the hell do you advance it??

Ive been killing banes up to 1k loyalty and have yet to see it advance, i thought the idea was to push back from the front line...but there is no front line...is it broken?

Not exactly... nobody will show the Ophids how to get there.
And the Bane don't know how to make the trip to them, again.
I also think the Bane are hoping the Meer will join them, hence no advance on their city.
so not much need of a front line, or a recruiter.

The Bane vs. Meer "event" was stillborn when it was patched in. No way to advance it, no actual conflict, thus nobody really cares about it.
