Crafting 190 Luck Pirate Shield

I've got the first process down with creating shield (normal wood, exceptional), re-forging using ash runic saw. Re-forge the shield to 150 luck. When I goto enhance shield using oak wood, it does not enhance to 190. Used forged metal and tried it on Auspicious Shield and Shield of Fortune variations.
What am i missing? Is it Ash runic to enhance? or oak runic to enhance? using oak wood.
