Conductive blast..any usefulness?

Was on TC1 with fully skilled Cusidhe, and tried to see what Cond. Blast does. Not clear when it proc'd and I saw Swoop's energy resist drop very extremely rarely. The pet has Chiv (50's), AI, C. Blast.
Does CB depend on any skill? Looks like it lasts less than 1-2 seconds?
Would another special be better for the dog? Donovon what you think?

Did conductive blast get nerfed more? Seems to be lasting like 2 seconds now? WTF? Even 4 seconds sucked..now 2 seconds? Give us a break! should be 30-45 seconds to have any benefit at least..
